On Friday, March 9, 2012, the Federal Motor Carrier Safety Administration (FMCSA) announced it was halting advancement of a long-planned correction to its Compliance, Safety, Accountability (CSA) program's safety enforcement system (SES).  To much dismay, the “crash accountability” program that FMCSA was developing as a means to accurately assess fault in crashes and identify carriers with greater crash risk was abruptly called off.

The agency began working on the crash accountability proposal  in response to concerns that the SES was assessing inaccurate CSA crash indicator scores because the crash data does not indicate whether the driver and/or carrier was at fault or not.  FMCSA stated that it found there are many areas it believes require further study before a final decision can be made on the best approach to correct this flaw.  The areas FMCSA plans to examine before moving ahead with making CSA a legitimate safety enforcement mechanism include how to establish a uniform process for making crash determinations, review uniformity and consistency of police accident reports, and ensure public input in the development process.

As FMCSA did not commit to any specific time frame for when this research will be conducted or concluded, it is unclear when this issue will be resolved.

Background

FMCSA developed its CSA program to replace SafeStat. The goal of CSA is to reduce crashes by increasing FMCSA contact with carriers and drivers, better identifying driver and carrier high risk behaviors, and correcting such behavior. While FMCSA has not yet initiated a formal rulemaking process to establish the program, the agency began evaluating carriers using CSA’s safety measurement system (SMS) in 2010. CSA scores (with the exception of those in the Cargo-Related and Crash Indicator BASICs) are now publicly available.
