Committees

TCA's committees are structured to address and handle a variety of policy and TCA administrative matters. TCA has twelve standing committees of which five are policy committees: Highway Policy, Independent Contractor Practices Policy Committee, Regulatory Policy, Carrier/Shipper Relations, and Recruitment and Retention Human Resources Committee.

The other eight committees are administrative committees: Industry Supplier Relations, TCA Communications & Image Policy, Membership, Financial Oversight & Long-Range Planning, By-Laws, Nominating, and Special Projects.

Following is a description of each committee.

By-Laws Committee

Chairman:

Clifton Parker – G & P Trucking Co., Inc.

This committee attends to the governing rules of the Association, and convenes as necessary to consider proposed amendments to the bylaws.

Carrier/Shipper Relations Committee

 
Chairman:

Jim Ward – D.M. Bowman

This committee has responsibility for developing TCA policy and solutions to industry-wide problems experienced by truckload carriers involving shippers, receivers, brokers and freight forwarders. Issues handled by the Committee include (but are not limited to) the excessive waiting time carriers experience at loading and unloading docks, and carrier-broker relations.

Independent Contractor Practices Policy Committee

Chairman:

John Craig – Craig Transportation Co.

This committee has responsibility for developing TCA policy and solutions involving issues relating to independent contractor drivers. Issues handled by the Committee include (but are not limited to) employment classification issues, workers compensation, tax matters, and carrier leasing issues.

TCA Communications & Image Policy Committee

Committee Co-Chairs:

 Steve Sichterman – ACS A Xerox Company

This committee oversees TCA's programs and communications aimed at enhancing the industry's public image. TCA public image activities for which the Committee provides guidance and assistance include TCA's Independent Contractor and Company Equipment Driver contests, and TCA's Scholarship Fund. This Committee and TCA's Recruitment & Retention Human Resources Committee jointly help promote the activities of TCA's Highway Angels program.

Financial Oversight & Long-Range Planning

Chairman:

Lance Craig – Craig Transportation

The Finance Oversight and Long Range Planning Committee has oversight responsibility for TCA's long-range planning and financial stability.

Highway Policy Committee

Chairman:

Dan Doran–Ace Doran Hauling & Rigging

This committee is responsible for developing TCA policies and solutions relating to issues affecting the efficient movement of commercial vehicles on the highways. Issues handled by the Committee include (but are not limited to) size and weight; National Highway System; Intelligent Vehicle Highway Systems; intermodal; environmental; international and cross-border; highway vehicle taxes, fees and registrations; and toll roads. At the discretion of TCA's chairman, in some instances this Committee will share responsibility for addressing issues with the Regulatory Policy Committee.

This committee is responsible for helping promote good relations between and activities involving TCA and the member companies that supply goods and services to truckload carriers.

Recruitment and Retention Human Resources Committee

Chairman:

Rick Miller - MacKinnon Transport, Inc

This committee is responsible for developing TCA policies and solutions relating to driver recruitment and retention, and human resources and labor issues. Issues handled by the Committee include (but are not limited to) wage and hour; OSHA; workers compensation; and unemployment compensation. The Committee also has responsibility for developing TCA programs and activities aimed at the utilization of TCA's "Highway Angels" program to improve a company's driver retention.

Regulatory Policy Committee

Chairman:

Russell Stubbs- FFE Transportation Services

This committee is responsible for developing TCA's policies and solutions relating to federal and state legislation and regulations. Issues handled by the Committee include (but are not limited to) regulatory reform; motor carrier safety; non-highway taxes; meal deductibility; vehicle maintenance and engineering; environmental; international and cross-border. At the discretion of TCA's chairman, in some instances this Committee will share responsibility for addressing issues with the Highway Policy Committee.
