Shipper/Receiver "Just in Time to Wait"

TCA's "Just in Time to Wait" Panel was established to identify causes and pursue solutions to excessive waiting time at shipper and receiver loading and unloading docks. Loading and unloading delays at a shipper's or receiver's dock have resulted in hidden costs to drivers and carriers, as well as to shippers, receivers and, ultimately, consumers. Such delays have also caused driver dissatisfaction and ultimately contributed to destructively high driver turnover. These inefficiencies are estimated to cost the trucking industry more than $1.5 billion annually.

Projects include identifying best practices, educating the shipping and receiving community through case studies, and investigating the use of benchmarking programs. The Panel is considering a program of making recommendations to major shippers and receivers and of recognizing exemplary shippers.

The Panel has conducted a study entitled "Just in Time to Wait: An Examination of Best Practices for Streamlining Loading/Unloading Functions". The results of the study are intended to help drivers reduce the unproductive time they spend waiting to load and unload their trailers and to help carriers reduce the time that expensive assets are not utilized because their drivers are kept waiting. The Panel has also adopted a Voluntary Guide for Good Business Relations in conjunction with the National Industrial Transportation League. The guide emphasizes reasonable and common-sense treatment of those involved in truck transportation, including shippers/receivers, truck drivers, and motor carriers.
