Ultra Low Sulfur Diesel |
The U.S. Environmental Protection Agency (EPA) has created new fuel standards, which require a major reduction in the sulfur content of diesel fuels and emission levels from diesel engines and vehicles. To meet these new EPA standards, the petroleum industry is producing Ultra Low Sulfur Diesel (ULSD) fuel, a cleaner-burning diesel fuel containing a maximum 15 parts-per-million (ppm) sulfur. As of June 1, 2006, 80 percent of highway diesel fuel produced or imported is ULSD fuel and it has replaced most Low Sulfur Diesel (LSD) fuel, which contains a maximum of 500-ppm sulfur. Used in combination with cleaner-burning diesel engines and vehicles, ULSD fuel will help to improve air quality by significantly reducing emissions.

Amended Fuel Surcharge Language

The Highway Reauthorization Bill (H.R. 3) passed by the House on March 10, 2005 contains language mandating a fuel surcharge in transportation contracts or agreements providing for "truckload transportation." As passed by the House, the language specifies that the surcharge would be mandatory in "any contract or agreement, providing for truckload transportation or service involving a motor carrier, broker or freight forwarder subject to jurisdiction under chapter 135 of this title that regularly provides such transportation or service." In addition, a motor carrier using owner-operators must pass through any fuel surcharge or adjustment in a transportation contract or agreement to the owner-operator assuming the owner-operator pays the actual fuel costs... |
